Assuming it failed and again assuming there was not enough residual pressure left in the tank to lift it up off the safety locks, then no sir. It would be stuck up there. If that possibility isn't acceptable to you, you might consider a lift like the 1500HD ,which has the option of pumping the table up with your foot in the event no external power source exists.
